GB 21520-2023《Display Energy Efficiency Limit Values and Energy Efficiency Grades》will be officially implemented on June 1, 2024

 

The new standard GB 21520-2023 《Display Energy Efficiency Limit Values and Energy Efficiency Grades》 (hereinafter referred to as the "new version of the standard") was released on May 23, 2023, and will be officially implemented on June 1, 2024, replacing the original GB 21520-2015 standard (hereinafter referred to as the "old version of the standard"). This version change is aimed at further promoting the energy efficiency of displays, promoting energy conservation and emission reduction and sustainable development.

 

1. Overview of major changes

 

Product name and scope of application: The new version of the standard changes "computer display" to "display", and adds energy efficiency requirements for organic light-emitting diode (OLED) displays and light-emitting diode (LED) integrated display terminals.

 

Certification basis standard: The new version of the standard GB 21520-2023 replaces the old version of the standard GB 21520-2015 and becomes the latest basis for display energy-saving certification.

 

Certification rule revision: China Quality Certification Center (CQC) revised the monitor energy-saving certification rules and issued CQC31-452629-2023 《Monitor Energy-saving Certification Rules》, replacing the original CQC31-452629-2016 《Computer Monitor Energy-saving Certification Rules》.

 

2. Detailed changes

 

Expanded scope of application: The new version of the standard is not only applicable to traditional computer monitors, but also covers OLED monitors and LED integrated display terminals, reflecting the focus on new technologies and new products.

 

 

Updated terms and definitions: The new version of the standard adds terms and definitions such as "LED integrated display terminal", "working state", and "working state power", and changes terms such as "off state", "sleep state", and "energy efficiency" to better adapt to the development of new technologies and new products.

Changes in energy efficiency grade requirements: The new version of the standard changes the energy efficiency grade requirements for LCD monitors, OLED monitors, and LED integrated display terminals, and adds energy efficiency grade requirements for high-performance LCD monitors, high-performance OLED monitors, and high-performance LED all-in-one machines to promote further improvement of product energy efficiency.

 

Test method update: The new version of the standard has changed the test methods for the energy efficiency, sleep power and off power of the display, and added relevant test requirements for OLED displays and LED all-in-one machines to ensure the accuracy and reliability of the test results.

 

3. Implementation requirements

 

Transition period arrangements: From the date of publication of the new version of the standard to May 31, 2024, enterprises can voluntarily choose to implement certification in accordance with the new version of the standard or the old version of the standard. From June 1, 2024, the new version of the standard should be adopted for certification and the new version of the standard certification certificate should be issued, and the old version of the standard certification certificate will no longer be issued.

 

Certificate renewal work: For products that have been certified according to the old version of the standard, the holder of the old version of the standard certification certificate should submit an application for conversion to the new version of the standard certification certificate to CQC in a timely manner, and complete the product confirmation and certificate renewal work according to the new version of the standard after the implementation date of the standard and before the end of the first follow-up inspection. All conversion of old standard certificates should be completed by May 31, 2025 at the latest; if it is not completed by the deadline, CQC will suspend the old standard certificate; if the certificate is still not converted by August 31, 2025, CQC will revoke the old standard certificate.

 

Annual review: For products that have been certified according to the old standard, the annual review after June 1, 2024 must complete the version change. If it has not been changed, the factory review will not pass.
